Why don't you do something like?:

#ifdef LIBELF_NO_MMAP
#define ELF_C_READ_MMAP ELF_C_READ
#endif
+ changes to Makefile

or:

#ifndef ELF_C_READ_MMAP
#define ELF_C_READ_MMAP ELF_C_READ
#endif
